Pacific Disaster Risk Management Partnership Network P

 

In February 2006 SOPAC, at the behest of Pacific Leaders facilitated the establishment of the Pacific Disaster Risk Management Partnership Network. This Partnership Network was established primarily as a collaborative and cooperative mechanism of support for Pacific countries in relation to disaster risk management capacity building but more so to assist them with the adaptation and implementation of the Pacific Disaster Risk Reduction and Disaster Management Framework for Action 2005 – 2015: Building the Resilience of Nations and Communities to Disasters (Regional DRM Framework). The Partnership Network comprises a “open-ended, voluntary” membership of international, regional and national government and non-government organisations, with comparative advantages and interests in supporting Pacific countries toward mainstreaming DRM through addressing their disaster risk reduction and disaster management priorities.

The Charter

The Members of the Partnership Network Agree:

  • That disaster risk reduction and disaster management are sustainable development issues within the broader context of economic growth and good governance.
  • That national governments have a critical role in developing disaster risk reduction and disaster management national programmes and plans that reflect the needs of all stakeholders in a whole of country approach
  • That a regional effort must be responsive to and support and complement national programmes and plans to strengthen resilience to disasters
  • That as regional partners we commit to coordinating our activities and to work cooperatively and collaboratively under the guidance of the Pacific Plan and Regional Framework for Action 2005 – 2015
  • That we can build safer and more resilient nations and communities to disasters if we work in unison and accept this disaster risk management charter as a basis for future action

Initiatives supported by the Partnership

SOPAC in its role as the facilitator of the Partnership has worked with Partners to develop tools assisting in the implementation of the Regional Framework for Action.  These include:

  • Pacific Disaster Net (www.pacificdisaster.net) an online portal of DRM related information for the Pacific developed with UNDP PC, IFRC and UNOCHA. 
  • Partnership Capability Matrix outlining areas of expertise / interest and projects of each Partner
  • Online Monitoring against the Regional Framework for Action
  • Regional report of progress against the Regional Framework for Action which feeds into the Hyogo Framework for Action.

 

Arrangements for the Partnership

Each partner contributes to the partnership network resources and technical expertise to develop joint programmes and projects for assistance reflecting the evolving needs of member countries. Funding arrangement for these activities will be on a shared basis and consistent with the mandate of the individual partners.

The proposed collaborative, coordination and cooperative approach will result in more efficient use of existing resources and it is also intended to encourage new sources of funding from existing and new partners.

Partners will provide each other with advice and information on past, current and proposed initiatives to ensure that there is complementarity in efforts to build capacity at the national level. 

SOPAC as the facilitating partner will support and maintain the regional database for disaster risk reduction and disaster management.

Links of Partnership/Initiatives to on-going sustainable development activities at the international and/or regional level (if any)

The activities under this initiative will be established and integrated into ongoing programmes and projects both nationally and regionally where appropriate. The partnership and its reporting process to members will update all partners on the activities aimed to assist with the development and implementation of national action plans of Pacific Island Countries. Current specific strategies, policy frameworks and programmes that are linked to the partnership are:

  • Pacific Regional Framework for Action for Building the Resilience of Nations and Communities to Disasters 2005-2015, which has been endorsed by the Pacific Leaders with a call to regional organizations to assist member countries to develop and implement national action plans consistent with the framework.
  • Pacific Islands Framework for Action on Climate Change 2005 – 2015 as a regional mechanism to support response to climate change and related issues
  • The development and implementation of National Sustainable Development Strategies
  • Activities that contribute to the MDG achievement
  • Follow up on the Mauritius Strategy
  • World Bank Policy Note - Not If, But When: Adapting to Natural Hazards in the Pacific Islands Region
