& the Emergency Shelter cluster?
‘SOFTWARE’
CCCM deals with the know how, the people and
organizational aspects of establishing, running and
closing of camps
.
‘HARDWARE’
Technical standards and guidelines are not part of
CCCM
Shelter provides technical guidelines to CCCM and
reconstruction projects (as wat/san, health, etc.)

Key Things To Know
CCCM Cluster does not promote camps but sees camps as a
last resort.
CCCM is a “new concept” to provide better protection and
assistance to camp (camp-based) populations
Camps, sites, settlements, transitional shelters, collective
centres all fall under CCCM. And the cluster can be called
anything as long as the principles are applied.
