“the provision of basic and immediate shelter needs 
necessary to ensure the survival of disaster 
affected persons, including “rapid response”
solutions such as tents, insulation materials, other 
temporary emergency shelter solutions, and shelter 
related non-food items.”
Adequate shelter should provide safety, privacy, 
protection from the climate, reduce risks and 
vulnerabilities and support for livelihood 
opportunities.

OCHA under the Memorandum of Understanding? 
The International Federation has made a commitment to: 
a) supporting enhanced preparedness in emergency 
shelter at a global level
b) scaling up the operational capacity of the International 
Federation in emergency shelter
c) coordinating the provision of emergency shelter 
assistance at country level after natural disasters.

What this means at Zone/Regional level
Convening the cluster and the coordination of an 
International  response is a Secretariat responsibility
Support deployment of shelter cluster coordination team: 
Coordinator, Information Manager, Technical coord. 
Optional; early recovery, environmental 
Cluster-based country level contingency planning
Awareness raising: workshops, trainings etc.

The International Federation is the “convener” of the 
emergency shelter cluster
In accordance with the IASC Guidance Note on the Use of 
the Cluster Approach, the definition of “Lead Agency”
includes conditions (provider of last resort) which are not in 
accordance with the 7 principle’s of the RCRC movement.
In practice, the term “convener” also reflects the role of the 
International Federation Shelter Coordination Team in 
facilitating interagency collaboration by the cluster partners 
to address shelter-related issues in the emergency response.

Activation of the cluster approach, according the 
IASC Guidance Note 
The Humanitarian Coordinator /Resident Coordinator should 
consult all relevant partners at country level and propose 
cluster/sector leads.
Following consultation with the HC/RC, the Emergency Relief 
Coordinator consults global cluster leads on the designation 
of country-level cluster leads for the emergency.
This should include consideration of the need for the cluster 
approach and the specific sectors.
