Role of lead and member
agencies
UNDP, in its role as the lead of the IASC CWGER, may set up and run a cluster to cover the areas
of early recovery not covered by the other clusters. These early recovery areas will vary from
context to context and may include for example, DRR/DRM, livelihoods, reintegration, land and
property, infrastructure, governance, human rights, gender, and the rule of law. UNDP as the
cluster lead (as the ‘provider of last resort’ as per guidelines) is accountable to the Emergency
Relief Coordinator, and is responsible for ensuring that the Cluster Working Group on ER works
to support the HC/RC and country teams at country level. While each IASC global level Cluster
lead is responsible for addressing early recovery issues within its own sector, UNDP is
responsible for ensuring that these activities are coordinated and integrated into the overall
early recovery approach in line with the agreed system‐wide standards

To fulfill these aims, the following practical tasks should be carried out:
•
Ensure full engagement of government focal points to lead (or participate) in ER cluster
•
Ensure full participation of NGOs
•
Assessment: Assess and analyze sectoral needs, using appropriate methodology;
•
Assess local capacities and capacity‐building priorities for recovery;
•
ERF: Design a strategic framework for early recovery, contextualizing the early recovery
needs and setting out the key priority focus areas for a comprehensive approach to early
recovery;
•
Develop an early recovery action plan, detailing the implementation of early recovery
interventions;
•
M&E framework: also include indicators for cross‐cutting issues (protection, gender,
HRBA, HIV etc.)
•
Ensure appropriate delegation and follow‐up on commitments from cluster participants;
•
Interact with other cluster leaders to ensure integration of cross‐cutting issues;
•
Resource mobilization: Work with the national authorities, the IASC Country Team and

donors to mobilize the necessary resources for an adequate and appropriate response
to early recovery needs;
•
Lessons learned: derive lessons learned from review of activities, and revise strategies
and action plans accordingly; and
•
Ensure that hand‐over/exit strategies are developed and implemented.
