Cluster Members
Cluster participation is open to all organisations with a focus on protection
issues, including UN agencies, international NGOs, Red Cross Movement.
OHCHR and UNHCR are designated joint lead agencies and will fulfil all
functions in compliance with IASC guidelines. Other members, including
UN agencies with a protection mandate or focal point responsibility as well
as international NGOs with protection mandates are expected to actively

participate and support the functions of the cluster in accordance with their
defined roles as outlined below. In consultation with cluster membership,
the Co-Chairs will invite regional bodies, donors and other relevant partners
to attend cluster meetings on an ad hoc basis and during specific
emergencies in PICs.

discuss, clarify the role and responsibilities with your member agencies
during the session. By clarifying the role and responsibilities of cluster leads

Chairing of meetings:
OHCHR or UNHCR will chair the meetings. If neither OHCHR nor UNHCR
staff are able to attend a meeting, OCHA or international NGO ?will chair
the meeting.
Agendas, summary record and action points:
OHCHR and UNHCR will jointly be responsible for drafting meeting
agendas, summary record and action points from meetings, and for
circulating them to PHPC members.
Meetings:
Non-emergency phase: Meetings will be held approximately every three
months.
Emergency phase: OHCHR or UNHCR shall call for ad-hoc meetings at the
onset of an emergency in the region and subsequently as determined by
the members.
Coordination with other sectors/clusters:

Co-lead agencies with the support of UNOCHA shall be responsible for
coordinating meetings between the PHPC and other sectors/clusters and
coordinating mainstreaming activities. UNOCHA provides overall inter-
cluster coordination support.
Information Management:
The highest standards of consent and confidentiality must be adhered to in
all management of information going through the cluster. OCHA will
maintain a contact list of cluster participants and national level focal points.
