Project Activities Last Month
 
 
1.1  Work Stream 2 (WS1): EIA Regulations/ Codes of Environmental Practice 
 
A Report from Paul Wells-Green on COEP options was produced in early 
April, which suggested various priorities for producing COEP over the next 
two months. PUMA responded to a series of EIA regulations questions from 
David Hill who will be in Samoa for the week of 22-26 May.  
1.2  Work Stream 2 (WS2):  CIM Plans/Strategy, Sustainable Management 
 
The CIM Plans for Lepa, Aleipata I Lalo and i Luga Districts were given to 
PUMA for comment in early April, and final draft Implementation Guidelines 
for Si’umu, Alataua Sisifo and Vaisigano II were translated into Samoan for 
distribution back to the Districts in May. 
Work continued on the preparation of draft CIM plans for Lotofaga, Falealupo, 
Fa’asaelele’aga II, III and IV and Gagaemauga I Districts, the Effectiveness 
Survey was undertaken during several weeks following Easter, and 
preparations continued on the next CIM Plan village workshops (Group 5) for 
north-eastern Upolu scheduled for 8
th
 through the 19
th
 of May. 
The Final revision of the National CIM Strategy, 2006 was accepted by PUMA 
in early April and a Cabinet paper will be prepared in May along with a 
translation of the  document into Samoan.  
1.3  Work Stream 3 (WS3): Natural Resources: GIS/aggregates
 
 
A two week mission took place in early April, during which time two mini GIS 
projects were started by MNREM and PUMA staff assisted by three members, 
Peter Newsom, Matt Elgin and Andrea  . . . . .  of the SIAM2-C4 team. 
 
1.4  Work Stream 4 (WS4): Emergency/Disaster Management 
 
 
Karen Stephens and Michele Daly visited in early April. The primary purpose 
of the visit was to review the draft agency response plans and develop an 
outline of a Business Plan for the DMO. Because many agency response 
plans were not yet fully completed, much of their time spent here was used to 
help agencies one on one complete their plans.

2. Project Activities Next Month
 
2.1 Workstream 1 (WS1): EIA Regulations/ Codes of Environmental Practice 
 
Suggested “Priority 1” COEP options will be drafted during May and June 
following anticipated comment from PUMA on their concurrence with (or 
amendments to) the suggested priorities. On the morning of 25
th
 May, David 
Hill is expected to hold a workshop to go through the new draft EIA 
regulations in order to obtain comment from those potentially affected by 
them. He is expected back in Mid June to go over alterations to the draft to 
take into account comments received. 
2.2 Work Stream 2 (WS2):  CIM Plans/Strategy, Sustainable Management 
 
The Group 4 CIM Plans of Lotofaga, Falealupo, Fa’asaelele’aga II, III and IV 
and Gagaemauga I District, are now anticipated to be given to PUMA for 
comment in May. 
The next CIM Plan village workshops (Group 5) for north-eastern Upolu are 
still scheduled for May 8

The National CIM Strategy is expected to be finalized and published during 
May, and the Effectiveness Survey is expected to be completed before the 
end of the Month. 
2.3 Work Stream 3 (WS3): Natural Resources: GIS/aggregates 
 
No significant work is anticipated by the GIS team during May, but they are 
anticipated to return for the second half of their GIS project training mission in 
June.    
  
2.4 Work Stream 4 (WS4): Emergency/Disaster Management 
 
The insurance review component of the project has started, with visits by the 
consultants scheduled for June and July/August. This component is now 
expected to be completed around the end of August.

5. 
Assessment of Progress to Date, Discussion of 
any new Issue Arising
 
 
5.1 Workstream 1 (WS1): EIA Regulations/ Codes of Environmental 
Practice 
 
Both the review and update of the Codes of Environmental Practice, 
and the review and redrafting of  the EIA regulations are proceeding 
according to the revised programme and are now scheduled to be 
completed by the end of July. 
5.2 Work Stream 2 (WS2):  (CIM Plans/Strategy, Sustainable Management 
 
The National CIM Strategy Review begun last July  has been completed 
will be translated into Samoan shortly.  
The remainder of this work stream is progressing on schedule with no 
delays anticipated. 
5.3 Work Stream 3 (WS3): (Natural Resources: GIS/aggregates 
 
This work stream was progressing slightly behind the original schedule, 
but under the revised work plan is on schedule.   
 
5.4 Work Stream 4 (WS4): Emergency/Disaster Management 
 
 
Most of the elements of this workstream are either completed or are 
still on schedule.  
 
The Insurance Review is slightly behind  the original schedule, but will 
be completed by the end of August as per the revised schedule.
