Cluster Coordination Meeting

Detailed below are summary notes from this morning’s Cluster Coordination meeting.
WASH
•
Ministry of Health currently conducting an assessment of
the affected area – should be completed by end of Tuesday
•
Oxfam / Red Cross joining the assessment process
•
Anticipated that the assessment findings will be forwarded
to the NDMO
•
Need to follow up on sanitation requirements
•
Might be gaps in defining solutions to the current needs
•
Urgent need for family water storage options
•
Limited soap and menstrual supplies
•
Sanitation to be determined by reconstruction needs
•
Bi-lateral and other donor agencies invited to attend cluster
meeting
•
No requirement for new humanitarian needs assessment

EARLY RECOVERY
•
Resident Coordinator has met with the CEO – Min of
Environment and National Disaster Management Office
•
Request for early recovery assessment / review – to be lead
by Deputy-CEO, Ministry of Finance
•
Government looking for guidance on the assessment /
review methodology
•
Anticipate to have a recovery plan format by the end of the
week
•
Recognise the need to align planning with current early
recovery initiatives under-way or agreed to by partner
agencies
•
Need to consider issues of risk reduction and the possibility
of community relocation
•
UNOHCHR to link to early recovery planning for protection
issues
•
Sub-cluster to be established within Early Recovery to
address food security / agricultural / fisheries issues
UNDP to follow up
with Australia / NZ
governments
HEALTH
•
Ministry of Health leading health response
•
There is a volume of good assessment data but no capacity
to collate and analyse it.

WHO mobilising an expert to support Ministry of Health
information management
•
No requirement for acute medical personnel – well catered
for under bi-lateral arrangements
•
Foreign councillors not required
•
Some specialist needs to be supported by WHO
•
Cluster will engage with nutritional advice
•
Recommend to promote health and hygiene advice over the
radio
•
Do not require a humanitarian needs assessment
•
Considering a food basket monitoring survey

EDUCATION
•
Department of Education meeting on Tuesday with various
agencies and Government Departments – Save The Children
will be in attendance
•
Reports indicate that damage is mainly in 2 Regions and
affecting 5 schools – locations not currently known
•
Other schools should be open on Monday 5 October
•
Psychosocial requirements have been reported – need to link
in with the Health cluster
•
Schools have WASH requirements as a result of displaced
children – assistance / support likely
•
EU funded sanitation team in country can be tasked to
support school WASH requirements
•
Do not require a humanitarian needs assessment

•
Have a sense that there are some possible inequities with the
distribution of aid to some affected communities
•
Aware that an organisation is bringing isolated / orphaned
children up from the coast to Apia – need to find out who is
managing this process and where the children are

Keen to support Early Recovery review / assessment

INFORMATION
•
Still gaps in the information space regarding locations and
needs of affected population
•
Agreement that the information has been or is in the process
of being captured.
•
Agencies to provide UNDAC with any relevant information
to be collated and assessed / reported on.
•
Need to capture information from Ministry of Health survey
•
Information must be reconciled against existing
humanitarian supplies and distribution programmes to
address gaps.
