Maplecroft’s Climate Change Risk Report 2009/10 is a distinctive 
resource to help businesses, investors and international organisations 
assess and compare climate change risks across countries. 
The Climate Change Vulnerability Index (CCVI) is a unique attempt to 
quantify and map vulnerability to the impacts of climate change at the 
sub-national level. It comprises of six sub-indices: economy; resource 
security, ecosystems; poverty, development and health; population, 
settlement and infrastructure; and institutions, governance and social 
capital. Somalia (1), Haiti (2) and Afghanistan (3) are rated “extreme 
risk” and are the countries most vulnerable to the effects of climate 
change. Whilst Norway is the lowest ranked country in the Climate 
Change Vulnerability Index. 
The three other aspects of climate change which are analysed include:

  emissions from energy use, CO
2
  emissions from land use and 
unsustainable energy use. In the CO
2
  emissions from energy use index 
Australia is ranked highest (1), followed by the USA (2) and Canada 
(3). China is ranked 44, based on its historical emissions and lower per 
capita emissions of 4.58 tons CO
2
  annum, as opposed to 20.58 tons 
CO
2
 per capita in Australia.
